Updating Documents for Customs Control
Monitoring changes in customs legislation: July 22–28, 2025
This week, the Ministry of Finance of Ukraine issued Order No. 352 dated July 15, 2025, “On Approval of the List of Documents and/or Information to be Submitted to the State Service of Ukraine on Food Safety and Consumer Protection for Conducting the Relevant Official Control Measure.” The document takes effect on September 20, 2025.
This order invalidates several previous regulatory acts of the Ministry of Finance and updates the list of documents required for submission to the State Service of Ukraine on Food Safety and Consumer Protection during official control for:
- the importation of goods into the customs territory of Ukraine;
- the transit of goods through the customs territory of Ukraine.
Document requirements depend on the commodity code under the Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED). We recommend checking the requirements specific to your codes.
Main Changes
Key updates to the List of Documents include:
1. New Documents for Certain Categories of Goods
- O1 – A copy of the relevant certificate confirming the organic production and/or circulation of such products in the country of origin. Issued by a foreign certification body included in the List of Foreign Certification Bodies, in case of importation of organic products.
Legal Basis:- Law of Ukraine “On Basic Principles and Requirements for Organic Production…” (Part 2, Article 37);
- Law of Ukraine “On State Control over Compliance with Food Product Legislation…”;
- Resolution of the Cabinet of Ministers of Ukraine No. 1032 dated 21.10.2020 (Procedure for Certification of Organic Production).
- O2 – A copy of the certificate confirming compliance of the circulation of such organic products with the requirements of legislation in the field of organic production, circulation, and labeling of organic products. Issued by a certification body in case of importation of organic products.
Legal Basis: Same as for O1.
2. Updated Requirements for Supporting Documentation
- D6 – Information confirming payment for services related to the state control of goods imported (shipped) into the customs territory of Ukraine, including for transit purposes, or exported (shipped) from it, except for state control conducted within the annual state monitoring plan.

- Order of the Ministry of Economy and Ministry of Finance No. 2836/835 dated 31.12.2020 (regarding the amount of payment).
- D9 – Information on the state registration of facilities or obtaining an operational permit.
Legal Basis:- Law of Ukraine “On State Control…” (Part 12, Article 41);
- Law of Ukraine “On Safety and Hygiene of Feed” (Articles 14, 15);
- Law of Ukraine “On Basic Principles and Requirements for Safety and Quality of Food Products” (Articles 23, 25).
Recommendations for Importers and Exporters
To avoid delays or rejections during customs clearance, we recommend:
