Updated Rules for the Operation of the “eQueue” System for Trucks at the Border
The Ministry of Communities and Territories Development of Ukraine has approved new rules for the operation of the “eCherha” electronic system for freight vehicles crossing the state border.
Order No. 1028, dated June 20, 2025 and registered with the Ministry of Justice, establishes the updated Rules for the Order of Arrival of Freight Vehicles at international and interstate border crossing points of Ukraine using the “Electronic Border Crossing Queue” system. The order takes effect on the date of its official publication.
Main Objectives of the Updated Rules
- Ensuring predictable waiting times in the online queue.
- Accounting for the priority of transporting specific categories of goods.
Queue Formation Algorithm
The queue will be formed according to a clear, repeating algorithm:
- One vehicle with goods subject to priority control if:
- The transportation is carried out by an Authorized Economic Operator (AEO).
- The TIR (Carnet) or T1 procedure is used.
- One vehicle with goods subject to priority control.
- One vehicle that:
- Transports AEO goods.
- Belongs to a commercial AEO operator.
- Has goods processed in accordance with Articles 250 or 360 of the Customs Code of Ukraine.
- Five vehicles with regular cargo (without priority control).
Innovations for Predictability
The updated rules introduce tools to ensure the reliability of the “eCherha” system and to prevent abuse, such as carriers booking a place in the queue “just in case.”
Such practices previously caused longer queues and unpredictable waiting times, especially during mass cancellations or postponements, most often on weekends.
Key Restrictions
To address this issue, the system now limits:
- Queue extensions: a carrier may use the extension function only once every two months (60 days) for each freight vehicle. The postponement of arrival can be made once for 4, 6, 8, or 10 hours.
- Queue cancellations: cancellations remain available but are now subject to new restrictions to prevent abuse.
The new rules will come into force after the technical update of the “eCherha” system functionality.
