Moratorium on Business Inspections, New Rules for Labeling Excisable Products, Updating Registers, and Video Surveillance Requirements
Moratorium on Business Inspections
On 21 July 2025, the President of Ukraine signed Decree No. 538/2025, “On the Decision of the National Security and Defense Council of Ukraine of 21 July 2025 on the Introduction of Legal and Organizational Measures Regarding the Moratorium on Unjustified Inspections and Interference by State Authorities in Business Activities and Stimulation of Economic Growth in Ukraine.”
The decree enacted the NSDC’s decision to introduce a moratorium on unjustified inspections and interference by state authorities in business activities. Expected outcomes include updated control approaches, strengthened investor protection, and simplified regulations.
New Rules for Labeling Excisable Goods
On 16 July 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 890, “On Approval of the Procedure for Labeling Alcoholic Beverages, Tobacco Products, and Liquids Used in Electronic Cigarettes, and Repeal of Certain Resolutions of the Cabinet of Ministers of Ukraine.”
The resolution establishes a new procedure for labeling alcoholic beverages, tobacco products, and liquids for electronic cigarettes. It will take effect on 1 January 2026.
Registers in the Customs Sphere
On 15 July 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 857, “On Approval of Procedures for the Creation and Maintenance of Certain Registers by Customs Authorities.”
The resolution introduces updated procedures for creating and maintaining registers of Authorized Economic Operators (AEOs), guarantors, and enterprises engaged in customs activities, in line with the Customs Code.
Video Surveillance at Customs Facilities
On 15 July 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 856, “On Approval of Requirements for the Installation and Operation of Video Surveillance Systems at Facilities of Enterprises Authorized to Operate Customs Warehouses, Temporary Storage Warehouses, Duty-Free Shops, and Commercial or Service-Type Free Customs Zones.”
The resolution sets requirements for video surveillance at customs warehouses, duty-free shops, and free customs zones. These requirements will take effect after a 12-month adaptation period.
